Cleopatra’s Barge opened in September 1970 in what is now the Nobu Hotel tower, replacing the earlier Nero’s Nook lounge. The 180-seat lounge featured as its centerpiece a “floating” stage designed as a replica of the vessel aboard which the Egyptian queen is said to have bewitched Mark Antony.
The pleasure craft, installed in a shallow lagoon, featured a gold-painted, topless figurehead that extended far into the public walkway. Guests quickly turned rubbing the statue’s golden breasts for luck into a classic Vegas tradition; staff regularly repainted the most-touched areas.
Vital Vegas ranked the display No. 4 on his 2014 list of “10 Things You Can Rub for Good Luck in Las Vegas Without Getting Arrested,” a list that featured three other Caesars Palace entries: the hand of the Caesars statue (No. 1); Joe Louis’s boxing gloves (No. 8); and the toe of Michelangelo’s David replica (No. 9).

Enda Kendrick, chief executive of service provider Veltium, similarly says the largest UK and European sharp-betting groups have moved rapidly into US prediction markets. He believes there are also more than 100 smaller operations, ranging from individual traders to teams of around 10, interested in entering the regulated US market.
Yet the presence of professional counterparties complicates the customer-facing idea that prediction markets merely allow users to trade opinions with one another. As Kendrick puts it, two ordinary customers are not going to place $10 million or $20 million behind the Philadelphia Eagles. Markets at that scale require institutions.

Yet Dan Waugh, partner at Regulus Partners, pushes back against the idea that enforcement notices reveal a fundamentally non-compliant sector.
“Operators failing compliance checks is never a good look,” he says. Campaigners often claim that financial sanctions are priced in and that the Commission should revoke more licences, although Waugh does not believe operators view settlements merely as a cost of doing business.
Nor are regulatory breaches unique to gambling. Waugh notes that Tesco was fined more than £8 million for food hygiene failings in 2021, without parliamentarians demanding that it should be prevented from selling cornflakes.
