What is Skulls Up?

The law came at the request of Full House Resorts, the Las Vegas-based regional gaming operator that expressed interest in relocating its Rising Star Casino in Rising Sun to a more attractive market, specifically in the northeastern part of the state.

During the lawmaking process, Full House’s exclusivity was stripped in favor of welcoming any company currently licensed as a commercial casino in the US to bid on the possible license. Lawmakers also threw in a one-time $150 million fee for the concession and a mandatory investment minimum of $500 million, all but ending Full House’s interest.

“The bill changed many times. We make money in Rising Sun. We always have, not a lot of money, but we make money. We continue to make money in Rising Sun. And we will continue to do that for our shareholders, as well as for the good of the state,” Full House CEO Daniel Lee said in March.

Japan’s path to IR legalisation was not straight forward. The IR Promotion Act, which set Japan on the road to casino-integrated resorts, was passed in December 2016 after a contentious debate. Nearly two years later came the IR Implementation Act, which laid out the regulatory frameworks for casinos, from entry restrictions to measures addressing gambling addiction and other social concerns. Yet even as the government pitched IRs as a catalyst for tourism, regional development and economic growth, opposition remained aggressive.

Among the opposing forces was Kenji Eda, a prominent House of Representatives lawmaker from Yokohama and a senior figure in the opposition Constitutional Democratic Party of Japan. Eda has been a vocal critic of the government’s IR push, raising concerns over gambling addiction, the economic impact on local businesses and whether the casino-led model would deliver the promised benefits.

The prospect of international operators snapping up Japan’s coveted IR licences gradually lost its lustre, as the likes of Wynn Resorts, Las Vegas Sands, Genting Singapore and Caesars Entertainment balked at the demanding regulatory framework, hefty investment requirements and uncertain returns.

North America continues to be a strong and prominent region for Playtech. US general manager Jonathan Doubilet told iGB’s sister publication GGB in June that it had exceeded its expectations in the region.

Latin America revenue also continued to grow during the six-month period – up 29% to €100 million – driven by customer acquisition from the World Cup in both Mexico and Colombia.

The company cited a 100% uplift in Mexico’s average audience versus the 2022 World Cup, which had led to “excellent new customer acquisition” during the tournament.
